You can find food stalls under the community lot option of build buy mode, if you want to add a specific type of food, to say a wedding venue. Festivals also generally have at least one food stall, with the Spice Festival having three. In Myshuno Meadows you will always find a Mexican, Filipino, Vietnamese, and a Chinese food stall. You can also find food stalls in the central park, however they do not change overnight.
The food stalls are randomly placed in your neighbourhood and change each night at 2am. All neighbourhoods have at least one food or drink stall where you can buy food based on a particular cuisine. The City Living expansion pack introduced food stalls into the game.
